GNSS RTK Surveying in UAE: DLS CORS & Equipment Guide 2026
GNSS RTK surveying in the UAE uses the UAE2000 geodetic datum, aligned to ITRF96. The Dubai Land Department (DLD) operates the DLS CORS network for Dubai; Abu Dhabi has its own CORS infrastructure through the Abu Dhabi Survey Office. Connect your RTK receiver to the DLS NTRIP server with credentials obtained from DLD. The UAE uses a local Transverse Mercator projection — the Dubai Local Coordinate System (DLCS) for Dubai and the Abu Dhabi National Coordinate System for Abu Dhabi projects. Apply the UAE geoid model in ApekSurv to convert ellipsoidal heights to orthometric elevations. APEKS RTK receivers include UAE2000 datum and UAE geoid as standard with no geo-fence restrictions.

1. UAE Survey Overview — Construction, Oil & Gas, and Smart City
Construction and Real Estate
Dubai and Abu Dhabi host some of the world’s largest active construction programmes. Key projects requiring precision GNSS survey in 2026 include Dubai Creek Harbour (a new city-scale development), Palm Jebel Ali (the larger successor to Palm Jumeirah), Dubai Metro Blue Line expansion, and multiple highway and utility infrastructure upgrades. In Abu Dhabi: the Guggenheim and Louvre museum district on Saadiyat Island, Jubail Island residential development, and Etihad Rail network expansion.
Oil and Gas
Abu Dhabi National Oil Company (ADNOC) operations across Abu Dhabi’s onshore fields (ADCO) and offshore platforms (ADMA-OPCO, ZADCO) require precision survey for facility layout, pipeline routing, subsidence monitoring, and offshore platform positioning. IP67/IK08 equipment is essential for salt-spray coastal and offshore environments.
Smart City and Cadastral
Dubai’s smart city initiatives include continuous updating of the city’s digital twin model — requiring high-density RTK topographic survey, utility mapping, and building façade documentation. Abu Dhabi’s cadastral modernisation programme requires RTK boundary survey tied to the Abu Dhabi national coordinate system.
2. UAE Geodetic Datum — UAE2000 Explained
The UAE uses UAE2000 as its national geodetic datum, adopted in 2000 and aligned to ITRF96 at epoch 2000.0.
Datum Parameters
- Ellipsoid: GRS80
- Reference frame: ITRF96, epoch 2000.0
- Relationship to WGS84: UAE2000 and WGS84 are closely aligned — differences are at the sub-metre level. For engineering and construction projects, WGS84 can be used as a UAE2000 approximation in many cases. For legal cadastral submissions to DLD or Abu Dhabi Survey Office, always select UAE2000 explicitly.
Legacy Datum Note
Older UAE survey data may reference Ain el Abd 1970 — the datum previously used across the Arabian Peninsula before national datum modernisation. The shift between Ain el Abd 1970 and UAE2000 varies by location — confirm the datum on all legacy drawings before integrating with modern GNSS survey.
In ApekSurv
Select UAE2000 in Project → Coordinate System. The datum is pre-loaded in the APEKS coordinate library. For projects referencing legacy Ain el Abd 1970 data, apply the transformation parameters in ApekSurv before integrating old and new data.
3. Coordinate Systems — DLCS, Abu Dhabi, and Federal Grid
The UAE does not use a single national grid — coordinate systems differ by emirate and project type.
Dubai Local Coordinate System (DLCS)
Dubai uses a local Transverse Mercator projection — the Dubai Local Coordinate System — for all cadastral, engineering, and infrastructure work submitted to Dubai Municipality and DLD. The DLCS is a false-origin grid tailored to Dubai’s geographic extent. All DLD cadastral submissions must use DLCS.
Abu Dhabi National Coordinate System
Abu Dhabi uses its own Transverse Mercator projection referenced to UAE2000. This system applies to all Abu Dhabi Municipality, ADNOC, and Abu Dhabi Survey Office submissions.
UTM Zone 40N
UTM Zone 40N (WGS84) is widely used by international EPC contractors for infrastructure and oil & gas projects across the UAE — compatible with international engineering software defaults. Many ADNOC project contracts specify UTM Zone 40N for compatibility with seismic data grids.
In ApekSurv
DLCS, Abu Dhabi coordinate system, and UTM Zone 40N are all pre-loaded. Confirm the required coordinate system with the project engineer before starting any survey — the choice determines which CORS credentials and geoid model apply.
4. DLS CORS and Abu Dhabi CORS Networks
The UAE operates two primary CORS networks by emirate.
Dubai: DLS CORS (Dubai Land Department)
The Dubai Land Department operates the DLS (Dubai Land Survey) CORS network — the most mature RTK CORS infrastructure in the UAE. Network provides coverage across Dubai emirate with high station density in urban areas.
NTRIP details:
- Server: Contact DLD for current server address
- Port: 2101
- Format: RTCM 3.x
- Registration: Through Dubai Land Department. Website: dubailand.gov.ae. Processing time: 5–10 working days. Credentials are project-specific in some cases.
Abu Dhabi: Abu Dhabi Survey Office CORS
Abu Dhabi operates its own CORS infrastructure through the Abu Dhabi Survey Office (part of Abu Dhabi Department of Municipalities and Transport).
- Coverage: Good across Abu Dhabi city and main industrial zones
- Registration: Through Abu Dhabi Survey Office
- Contact: Department of Municipalities and Transport
Sharjah / Northern Emirates
CORS coverage outside Dubai and Abu Dhabi is less consistent. For projects in Sharjah, Ras Al Khaimah, Fujairah, or remote areas, Base+Rover 1+1 deployment is the reliable method.
Baseline Recommendation
Stay within 50 km of nearest CORS station for reliable Fixed. For areas with marginal coverage, deploy APEKS MAX5 local base.
5. Step-by-Step NTRIP Setup for UAE
NTRIP Setup Procedure — 6 Steps
Obtain CORS Credentials
For Dubai: register with Dubai Land Department at dubailand.gov.ae. Allow 5–10 working days for activation. For Abu Dhabi: contact Abu Dhabi Survey Office / DMT. Credentials may be project-specific — confirm coverage area with the issuing authority.
Insert SIM Card
Use a UAE Etisalat (e&) or du SIM with mobile data enabled. Both networks provide excellent coverage across Dubai and Abu Dhabi urban areas. APN: Etisalat = internet; du = du. Confirm network registration in ApekSurv → Device Status → Network. For offshore Abu Dhabi, confirm maritime data coverage with the operator before mobilising.
Open NTRIP Client in ApekSurv
Go to Device → Data Link → NTRIP Client.
Enter Server Settings
Enter DLS or Abu Dhabi CORS server address and port 2101. Type manually — do not paste from email. Enter credentials exactly as issued. Case-sensitive.
Get Source Table and Select Mountpoint
Tap Get Source Table. Select nearest mountpoint. Prefer RTCM3.x format for multi-constellation corrections. For Dubai urban core: select nearest DLS station. For Abu Dhabi city: select nearest Abu Dhabi Survey Office station. For offshore: confirm which mountpoint covers your operational area.
Confirm Fixed and Coordinate System
Wait for Fixed status. Confirm UAE2000 and correct local grid (DLCS for Dubai, Abu Dhabi system for Abu Dhabi, or UTM 40N) are selected in ApekSurv. Check one known control monument before recording any data.
6. Geoid Model and Elevation Reference
The UAE uses a national geoid model for converting GNSS ellipsoidal heights to orthometric heights referenced to the UAE national vertical datum (mean sea level at Abu Dhabi).
Geoid Separation
In the UAE, the geoid separation (N value) is approximately +20 m to +30 m depending on location — larger inland and smaller along the coast. Using raw ellipsoidal heights introduces systematic elevation errors of this magnitude in drainage, road profile, and structural design.
In ApekSurv
Apply the UAE national geoid model in Project → Coordinate System → Geoid Model. APEKS receivers include the UAE geoid in the pre-loaded geoid library. Select explicitly — do not use EGM2008 as substitute for legal or engineering elevation submissions in UAE.
Construction Note
Many large UAE construction projects (especially ADNOC and major masterplan developments) define a project vertical datum tied to a site benchmark — not the national vertical datum. Confirm the elevation reference with the project engineer before recording any elevation data. Always verify RTK elevations against a levelled benchmark at the start of every session. Difference should be within ±25 mm.
7. Key Survey Applications in UAE
1. Mega-Project Construction Stakeout
Dubai Creek Harbour, Palm Jebel Ali, and Abu Dhabi’s island developments require RTK for pile foundation stakeout, road and utility alignment, and earthworks across large coastal and reclaimed land sites. APEKS AP80 Pro and AP60 Vision with calibration-free 120° IMU are deployed on UAE mega-project surveys for work in confined construction environments and under scaffolding.
2. Oil and Gas Facility Survey
ADNOC onshore and offshore operations require RTK for pipeline route surveys, facility layout, and subsidence monitoring. IP67/IK08 rating essential for salt-laden coastal and offshore environments. APEKS AP40 Laser+ with 120m laser enables safe-distance measurement of offshore infrastructure without entering restricted zones.
3. Cadastral and Boundary Survey
DLD cadastral submissions require DLCS coordinates and UAE2000 datum. All boundary surveys must be performed by UAE-licensed surveyors. RTK is the primary method for parcel boundary reinstatement in Dubai.
4. Smart City Topographic Mapping
Dubai’s digital twin update programme requires high-density RTK topographic pickup and utility mapping across the emirate. APS1 handheld RTK supports GIS data collection for asset inventory and infrastructure mapping.
5. Coastal and Marine Infrastructure
Port expansion (Jebel Ali, Abu Dhabi ports), coastal protection works, and beach nourishment projects require RTK for as-built documentation. IP67/IK08 receivers handle the salt spray and humidity of UAE coastal sites.
8. Field Challenges in UAE
Cause: UAE summer ambient temperatures regularly exceed 45°C. Dust from desert wind events (shamal) penetrates unsealed connectors on receivers with lower IP ratings.
Fix: APEKS receivers rated to +75°C operating temperature and IP67 dust-tight. Use survey umbrella to shade MAX5 base station during all-day summer operations. Schedule precision stakeout for early morning (06:00–10:00). Keep connector covers closed between uses. Clean with compressed air after dusty conditions.
Cause: Dubai Marina, Downtown Dubai, DIFC, and similar dense urban areas generate severe GNSS multipath from glass and metal building surfaces. Signals reflect off façades before reaching the receiver, corrupting carrier-phase measurements.
Fix: Achieve Fixed in an open area before moving into the urban canyon. Use full-constellation 1408-channel tracking (all APEKS receivers) to maximise usable satellites despite multipath. Move pole 3–5m from reflective surfaces. For points inaccessible without severe multipath, use AP40 Laser+ to measure by laser offset from a less-obstructed position.
Cause: Dubai uses DLCS; Abu Dhabi uses its own system. A project spanning both emirates — or a team that worked in Dubai last week and Abu Dhabi this week — may have the wrong local grid selected in ApekSurv.
Fix: Confirm the required coordinate system with the project engineer at the start of every project. In ApekSurv, select DLCS for Dubai submissions, Abu Dhabi system for Abu Dhabi submissions, UTM 40N for international EPC contracts. Check one known control monument before recording any data.
9. FAQ
Do I need separate CORS credentials for Dubai and Abu Dhabi?
Yes. Dubai CORS is operated by Dubai Land Department (DLD) — register at dubailand.gov.ae. Abu Dhabi CORS is operated by the Abu Dhabi Survey Office under the Department of Municipalities and Transport — contact them separately. The two networks use different server addresses and credentials. Survey teams working across both emirates need accounts with both authorities. For projects in the Northern Emirates (Sharjah, RAK, Fujairah), CORS coverage is less consistent — deploy an APEKS local base station as the primary correction source for projects outside Dubai and Abu Dhabi coverage zones.
Which coordinate system should I use for a Dubai construction project?
Dubai Municipality and Dubai Land Department submissions require the Dubai Local Coordinate System (DLCS) referenced to UAE2000. This applies to cadastral surveys, building permits, and infrastructure submissions to Dubai authorities. For international EPC contracts on Dubai infrastructure projects, UTM Zone 40N (WGS84) is commonly specified for compatibility with international engineering software. Confirm the required system in your project survey brief — do not assume UTM because the design software defaults to it.
Can APEKS receivers work on ADNOC project sites?
APEKS receivers meet the technical specifications required for survey work on ADNOC oil and gas facilities — IP67/IK08 protection, +75°C operating temperature, full-constellation 1408-channel tracking. For ADNOC project site access, equipment must comply with ADNOC’s approved vendor and HSE requirements. Contact your APEKS regional distributor for project-specific compliance documentation. ADNOC contracts typically specify UTM Zone 40N as the coordinate system.
Is CORS available offshore in Abu Dhabi?
DLS CORS and Abu Dhabi Survey Office CORS networks are designed for terrestrial survey. Offshore coverage depends on distance from shore and station locations — in Abu Dhabi’s nearshore areas (within 20–30 km of shore), CORS coverage may be adequate. For offshore platform work, production field surveys, and remote island projects, deploy an APEKS local base station on a known Abu Dhabi coordinate point ashore or on a stable offshore structure. The MAX5 with 5W LoRa radio can provide corrections up to 25 km offshore from a coastal base position.
What is the difference between UAE2000 and WGS84 for survey?
UAE2000 and WGS84 are closely aligned — coordinate differences are at the sub-metre level across the UAE. For most engineering and construction applications, WGS84 coordinates are a practical approximation of UAE2000 without significant error. However, for legal cadastral submissions to DLD or Abu Dhabi Survey Office, UAE2000 must be selected explicitly — do not use WGS84 as a substitute for official submissions. In ApekSurv, UAE2000 is pre-loaded: select it directly in Project → Coordinate System.
UAE2000. DLCS. ADNOC-READY. ZERO GEO-FENCE.
APEKS RTK receivers include UAE2000 datum, DLCS and Abu Dhabi coordinate systems, DLS CORS compatibility, and UAE geoid model as standard. IP67/IK08 for desert heat, dust, and coastal salt spray. No geo-fence restrictions across all UAE emirates and offshore zones.
